
Gregory Bowman
Mr. Gregory L. Bowman is the Chief Global Policy Officer (CGPO) at USA Rare Earth, Inc. (USAR), the U.S. company rapidly building an end-to-end global rare earth value chain from mine to magnet. As a member of the executive leadership team, he advances USAR’s mission to secure domestic, allied, and partner-nation access to rare earth elements and sintered neodymium magnets, which are vital to defense and aerospace; semiconductors and AI infrastructure; advanced mobility; healthcare; and other high-performance industrial applications.
Greg is a recognized expert in enterprise digital optimization and in applying advanced simulation, modeling, and digital twin technologies to complex national security, industrial, and intelligence programs. His work has focused on integrating physical and digital systems to accelerate design, production, sustainment, and throughput across defense, energy, and intelligence missions. He has led initiatives supporting Navy shipyard modernization, intelligence-focused semiconductor programs, and large-scale energy security and resilience efforts.
His experience also includes advancing American energy security, from grid resilience to critical minerals, as well as supporting Intelligence Community (IC) programs. This work included classified R&D partnerships, mission-systems optimization, and sole-source prime contracts supporting IC mission needs. Across these domains, he delivered measurable outcomes designed to shorten cycle times, strengthen the industrial base, and increase strategic advantage.
Prior to USAR, Greg was Chief Strategy Officer and Senior Vice President, National Security Solutions, at Siemens Government Technologies (SGT), where he led strategy across multiple Cabinet-level portfolios, including War, Intelligence, Homeland Security, State, and federal law enforcement. In that role, he helped bring Siemens’ industrial software, automation, and digital twin portfolio to the U.S. national security enterprise. He previously served as SGT’s Chief Innovation Officer and Vice President of Corporate Development, leading technology scouting, strategic partnerships, and new-offering development for federal customers. In this role, he championed the creation of a digital-twin manufacturing exchange platform, which led to his recognition as a co-inventor on two U.S. patents.
Greg is a retired U.S. Army Colonel with 26 years of uniformed service, including senior assignments across major operational, strategic, and acquisition commands. He brings deep expertise in national security strategy, enterprise acquisition and government contracting, and the federal architecture that governs how industrial capability is built, fielded, and sustained for the U.S. government.
Mr. Bowman holds a J.D. from the University of Virginia School of Law; a MMAS in National Security Strategy, U.S. Army Command & General Staff College; and a LL.M in Military and Government Procurement Law from The Judge Advocate General’s Legal Center & School.
Greg is a Member, Board of Directors, Hope For The Warriors; a Strategic Council Member, Silverado Policy Accelerator; and is the Founding Council Member of the Partnership for Resilient International Supply-Chain Modernization (PRISM).
